The specialists estimate that the potential of energy conservation in Russia is approximately 35% from energy consumption. Approximately 32% of this potential is focused in the economic agents of the energy economy, approximately the same share - in the industrial sector, some 20% in the municipal sector, 10% - in transportation, and 6% in the agricultural complex.
The implementation of the energy saving policy in Samara Oblast must secure economic interests of energy producers and consumers in saving energy resources, cut down financial spending of consumers, including citizens, on payments for consuming power resources, and improve ecological situation in the region.
Program Goals and Objectives
Based on the complex analyses of the situation and prognoses of energy development and trends of Samara oblast economic branches to form a scientifically efficient technical, economic, and managerial policies of energy conservation and its development utilizing the systems of production, organizational, financial mechanisms and measures, the practical implementation of which will lead to increasing the efficiency of energy resources’ consumption in the region; to reduce the costs on energy conservation of the economic agents of the budgetary sphere, donations from the regional and local budgets on covering energy costs of municipal economic agents and citizens; to improve the ecologic situation in the oblast’ cities and communities.
The Most Important Target Indices

Reducing the consumption of energy resources no less than by 45 by 2002 and by 13% by 2005 compared to 1998;

Providing the saving of 882 thousand tons of fuel equivalent and 2,471 mln tons of fuel equivalent due to the Program implementation;
-
Reducing the waste of hazardous substances in the atmosphere: CO – by 880 thousand tons and 2,471 thousand tons and NOx - by 1,76 thousand tons and 4,942 thousand tons respectively.
Program’s Main Activities

Working out regulatory enactment on energy conservation; developing financial, economic and organizational mechanisms as well as scientific and technical measures on Program provision;

Defining the priorities of energy conservation policies of Samara Oblast;

Creating the system of incentives for the economic agents, organizations of different property types and citizens, which will stimulate the efficiency of energy consumption;

Formulating the ways and forms of financing energy saving measures and projects;
-
Using technical and intellectual potential of the oblast’ economic agents in the production of the efficient energy conservation machinery and equipment;
-
Identifying the energy conservation potential based upon the complex energy observation of organizations-producers and consumers of energy regardless of their property type (creating energy certificates of the economic agents);

Developing a manifold system of human resources’ training, conducting educational, advertising and informational activities on energy conservation;

Ecological evaluation of energy conservation projects on the environment;

Supervising Program implementation.
Volume and Sources of Financing
The total amount of expenditures on the Program is 1960,4 mln rubles from the budgets of all levels, finances of the economic agents and the funds saved in the course of program implementation:
686,08 mln rubles for the year 2000-2001 – the same sources of financing;
48,828 mln rubles – from the oblast budget as part of financing the pilot project on energy conservation in 247 organizations of the budgetary sphere.

First stage – 2000-2001;
Second stage – 2002-2005.
Expected Results upon the Program Completion

Working out regional regulations and legal enactments to implement energy conservation policies;

Creating a working economic mechanism of stimulating energy conservation;

Reducing costs on energy conservation 584,8204 mln rubles worth;

Cutting down irrational spending of energy resources in all branches of economy by 2,471 mln tons of the fuel equivalent by 2006, reducing the dependence on power supply from the regions beyond Samara oblast;

Transferring to the efficient energy conservation systems, technology and equipment in industry, construction, transportation, agricultural complex and municipal units of the oblast;

Reducing the costs on energy saving for consumers paying for the power resources from the oblast budget by 18,302 mln rubles annually by the year 2006;

Creating new job places in the region (by producing energy saving equipment and products at the oblast’ economic agents);
-
Providing producers and consumers with systems and machines to regulate energy conservation, system supervision and regulation of energy quality.
The Controlling System over Program Implementation
The Program is controlled by:

The Energy Economy, Chemical, Oil Industries, Transportation and Communications Department of the Oblast Administration;

Department of Construction, Architecture, Public Utilities and Road Business of Samara Oblast Administration;

Office of State Energy Control in Samara Oblast.
