Vladimir Nickolaevich Balandin, Head of the Office of the Justice Ministry of the Russian Federation in Samara Oblast.
The Office jf the Justice Ministry of the Russian Federation in Samara Oblast enjoys the following powers:
- Conducting the federal register of legal acts adopted in Samara Oblast;
- Holding legal expertise of legislation and other legal acts of Samara Oblast;
- Supervising the execution of courts’ and other legal institutions’ decisions with bailiffs assisting; ensuring the set order in courts, coordinate the activities of bailiffs’ offices through the Chief Bailiff of Samara Oblast;
- Licensing the notaries' activities; empowering notaries, control over honoring professional commitments and following notarial and clerical obligations by public notaries; appointing probationers and assistants to public notaries, and deciding on the encouragement and disciplinary penalties.
- Control over private notaries following the notarial and clerical obligations;
- In the set order notirizing the official documents to be used abroad;
- Registration of the Bars, control over the Bars’ members following the legislation, on the provision for free legal aid, on the appointment of the investigation, prosecution and court bodies, confirmation of the location of offices of law, receiving reports from the Bars about their work;
- Registration of regional and local public organizations in Samara Oblast; control over their activities and adherence to Charter; registration of religious organizations and their representation offices, control over their activities and adherence to Charter; conduct of the public register on public and religious organizations registered by the Office;
- In co-operation with mass media agencies provision of legal education to citizens;
- Consideration of claims and actions on the Office and other justice institutions filed by citizens;
- Assistance to the institutions working in Samara Oblast within the system of the Justice Ministry of the Russian Federation.
The Office of the Justice Ministry comprises 11 sections. The structural units of the Bailiffs’ Offices under the authority of the Office of the Justice Ministry of the Russian Federation in Samara Oblast function in 36 towns and districts of Samara Oblast and 9 rural areas (raions) of Samara.
The staff of the Office and its structural units of the Bailiffs’ Offices numbers up to 621 employees.
